Article (1):
Name: International Suleiman University.
Article (2):
Definition – It is an independent intellectual research university for legal, political, economic, social, humanitarian, scientific and applied sciences in various disciplines.
Article (3):
The legal personality of Soliman University started from the reality of the need for students wishing to study in the Arabic language to have an international university that adopts the Arabic language as its primary language and achieves academic accreditation and international quality accreditation, compatible with the requirements of civilization and educational, scientific and technical development, and it has an independent legal personality and an independent legal status.
Article (4):
University mission and identity:
Providing society with cadres and academic scientific elites to advance human societies at the level of higher education and scientific research to reach the ranks of developed countries to serve the aspirations and interests of human peoples in building a modern state based on law, justice and equality.

Article (5):
principles:
International Suleiman University works on the interest of students, raising their educational, scientific and cultural level and qualifying them to be among the distinguished elites internally, regionally and internationally.

Science and education are the basis of civilized development, and it is what achieves development for human societies. The university also maintains its independence away from political trends and bias, and maintains the scientific level independently, and reaches the highest levels of internationally accredited quality.
Article (6):
Objectives:
1- Attention to continuing university education, direct education, e-learning, distance learning technology, and open education.

2- Access to students who wish to complete their undergraduate and graduate studies in Arabic, in addition to students wishing to study professional academic studies.

3- Develop the student’s personality to make him/her able to innovate, develop, self-learning, teamwork, and compete locally, regionally and internationally.

4- Updating and developing school curricula in accordance with international quality standards in order to achieve sustainable development and development in the system of university education, higher education and scientific research.

5- Permanent and continuous training for students and researchers in all specializations and programs sponsored by the university.

6- Achieving the presence of qualified scientific cadres for the stage of continuous construction in human societies to serve the aspirations and interests of these peoples.

7- Reaching the state of coordination and linking with international universities and all scientific and educational institutions, and adopting the Arabic language as an approved primary language for science, knowledge and educational technology in all theoretical and applied fields.

Article (7):

Programme of Action:

1- Adopting the curricula approved by the most prestigious international universities, and the internationally accredited curricula in accordance with international quality standards for the newly established colleges.

2- Working according to the open and virtual education curriculum for faculties that do not require laboratories and full commitment to attendance within the relevant international quality standards, in addition to traditional direct education.

3- Opening applied scientific colleges within the available capabilities to meet international quality conditions.

Article (8):

The competencies, tasks and responsibilities of the levels of the organizational structure are as follows:

First: The Board of Directors:

The board of directors consists of:

1- Chairman of the Council (the founder) – the president of the university.

-2 Vice Presidents of the University.

-3 Administrative Director.

4- Financial manager.

-5 contributors.

6 heads of external branches.

Second: The University Council:

It consists of the president of the university’s board of directors, the university president, the university’s vice presidents, those in charge of the university’s faculties and departments, and the university’s secretary.

Third: The Board of Trustees

The Board of Trustees consists of scientific and academic personalities and well-known international personalities. It is at a high level of competence and knowledge and its mission is to work to support the university in all aspects needed by the university’s work, especially communication with scientific and academic institutions and representatives of countries that sponsor science, education and culture affairs and the establishment of agreements and protocols in the name of the university to upgrade it.

Fourth: Duties of the Chairman of the Board of Directors:

1- He chairs the meetings of the Board of Directors.

– Supervising the work of the university.

3- Represents the university in all educational affairs.

4- It is considered an order for disbursement after approval of the financial plan by the Board of Directors and within the laws of the financial system of the university.

5- He may entrust some of his competencies to whomever he deems appropriate from among the members of the board of directors, in a manner that does not conflict with the university’s internal system.

Fifth: Duties of the Board of Directors:

1- Develop general and special plans and determine the policy and priority of the university’s requirements and strategy.

2- Approving all decisions of the University Council and has the right of veto and repetition.

3- He appoints the university president, his deputies, deans of faculties, administrative staff and employees.

4- He legislates the financial and administrative law of the university, determines the aspects of exchange, draws up the financial plan of the university, and considers the council contracting the alimony.

5- It meets every month periodically or whenever the need arises.

6- Decisions are taken by majority, not unanimous.

7- The chairman of the council shall represent his deputy in the event of his absence.

8- The board of directors has the right to invite whomever it deems appropriate to attend some meetings of the board of directors as needed and necessary.

Article (9):
Organizational Chart:
1- The president of the university:

_ The president of the university manages the university’s scientific, educational and research affairs, all within the limits of the plans drawn up by the board of directors.

_ Supervises the preparation of scientific, educational and research plans for the university.

_ Prepares plans to complete the university’s needs of teaching, educational and administrative bodies and laboratories.

Prepares and supervises the implementation of plans for the development of the scientific, technical, linguistic and educational qualifications of the scientific workers at the university.

_ He supervises the application of the educational performance evaluation system, the development of the scientific, technical and linguistic competence of the members of the teaching and educational staff, and their carrying out of scientific and research duties.

_ Preparing plans to complete the university’s need for facilities, equipment and tools.

Maintaining the level of university performance in terms of scientific, educational, research, administrative and financial aspects, and following up on the implementation of the decisions of university councils.

_ The university president may entrust any of his deputies to study or decide on issues he deems appropriate. He may also delegate a decision from him to any of them, within the limits of his competence, to permanently decide on certain topics, and the authorization is circulated in this case, and the university board of directors is notified.

He appoints a president for each branch of the university under a special authorization after the decision of the board of directors

In an official meeting, the head of the branch is required to hold an academic academic degree.

He appoints his deputy in his absence.

Determines the main headquarters of the university and the headquarters of the branches.

2- Vice President for Administrative Affairs:

Appointed by the Board of Directors, provided that he is scientifically qualified.

_ The Vice President for Administrative Affairs assists the President of the University in managing administrative affairs and has the right to act through it:

Considering the matters delegated to him by the president of the university.

Submitting proposals to the university president in all matters related to all administrative matters to be submitted to the board of directors and discussed.

_ He is responsible for the conduct of administrative work, including the conclusion of agreements and representation, to serve the administrative and marketing side of the university.

Assisting the university president in monitoring the level of performance at the university in terms of administrative and financial aspects and student affairs, and in following up on the implementation of the decisions of the university’s board of directors.

-3 Vice Presidents of the University:

_ They are appointed by the chairman of the board of directors after the approval of the board by the majority and the opinion of the board of trustees, provided that he is scientifically and academically qualified.

_ The deputies assist the university president in managing the scientific and educational affairs and the affairs of scientific research and postgraduate studies at the university, and they have in particular:

Considering matters delegated to them by the university president.

Submitting proposals to the President of the University, and to the Council of Scientific Affairs in all matters relating to scientific, educational and scientific research at the University.

Assisting the university president in monitoring the level of performance at the university in terms of scientific and educational terms, and in following up on the implementation of the decisions of the university’s board of directors.

4- Dean of the College:

Appointed by the Board of Directors, provided that he is a full-time teacher as a minimum.

_ The dean of the college is in charge of managing the college and managing its scientific and educational affairs and the affairs of scientific research and graduate studies, within the limits of the plans drawn up by the university’s board of directors, and in particular he has:

Submitting proposals regarding the educational and scientific plan, scientific research and postgraduate studies in the college.

Supervising all employees of the college.

_ Submitting proposals regarding completing the college’s needs of educational, laboratory and administrative bodies, and raising the level of members of these bodies.

_ Submitting proposals for completing the college’s needs of facilities, equipment, mechanisms, tools, and others.

_ Work to maintain order within the college, monitor the progress of work and exams there, and inform the university president of everything that might prejudice that.

_ The dean of the college may entrust any of his two deputies to study or decide on issues he deems appropriate, and he may also delegate to any of them, within the limits of his competence, the matter of permanently deciding on certain topics, and the delegation must be circulated, in this case, to the departments of the college and notified A copy of him to the presidency of the university.

_ The Dean may entrust the functions of the absent from his two deputies to the other deputy.

_ When the post of dean becomes vacant, the president of the university entrusts one of the two vice deans to exercise the dean’s competencies.

5- Vice Dean for Student and Administrative Affairs:

The Vice Dean of the College for Student and Administrative Affairs assists the Dean of the College in managing the College’s administrative, financial and student affairs, and in particular he has:

_ Consider matters delegated to him by the dean of the college.

Submitting proposals to the Dean of the College in all matters related to the administrative and financial affairs of the College, and submitting proposals to the Dean of the College and to the Directorate of Student Affairs in everything related to their affairs.

_ Assisting the dean of the college in monitoring the progress of work in the college in terms of administrative, financial, and student affairs.

6- Vice Dean of the College for Scientific Affairs:

The Vice Dean of the College for Scientific Affairs assists the Dean of the College in managing the College’s scientific and educational affairs and the affairs of scientific research and graduate studies, and in particular he has:

_ Consider matters delegated to him by the dean of the college.

Submit proposals to the Dean of the College in all matters relating to scientific and educational matters, and matters of scientific research and graduate studies in the College.

_ Assisting the dean of the college in monitoring the progress of work in the college from the scientific and educational aspects, and in matters of scientific research and postgraduate studies.

7- The university secretary:

Under the supervision of the President of the University, the Secretary of the University shall have the following powers:
A – Carrying out the work of the secretariat of the University Council.
b- Monitoring the progress of work in the departments affiliated with the university in the university and coordinating between them.
C – Follow up the implementation of the decisions of the university councils and the decisions of the university president and his deputies.
d- Decide on what is entrusted to him by the university president.
C- Conducting studies assigned to him by the president of the university.
Article (10)
The work of the directorates and departments shall be determined in a subsequent decision in the name of the executive regulations for each directorate.

Article (11)
The university council is composed of:
University President (Chairman of the Council)
Vice President for Administrative Affairs
Vice President for Scientific Affairs
Deans of colleges or those in charge of business
The university’s secretary is a member and rapporteur, and in his absence, the vice president for administrative affairs is the university’s secretary
Heads of scientific and academic bodies attached to the university.
Student representative (student club)
Article (12)
The university has the right to contract in order to provide expertise and academic advice and to contract to conduct distinguished qualitative scientific research and studies, as well as distinguished scientific auditing, qualification and training, and it assigns faculty members to complete these works under the supervision of the university.
Article (13):
_ The University Council determines the study system to be followed and its provisions in the faculties (annual, quarterly, credit hours) and also sets the organizational structure and study plans accordingly.
_ The internal regulations of the faculties determine their study plans, and these plans show the courses in which they are taught, how they are distributed over the years or semesters of study, the number of hours allocated to each course, and the department that teaches or supervises their teaching.
The vocabulary of each course is determined by a decision of the Council of Scientific Affairs.
Teaching a course can be transferred from one semester to another by a decision from the college.
_ The University Council determines the start and end of studies according to the academic system adopted in the college, and sets the dates for the start and end of exams according to the study system followed in the college.
Article (14)
Exam system at Soliman International University:
_ The University Council sets the dates for the start and end of exams according to the study system followed in the college.
_ The dean of the college, headed by him or headed by whoever he delegates from his two deputies, constitutes the General Monitoring Committee (monitoring) from among the members of the teaching staff and administrative staff, and the task of this committee is to record grades, review and prepare exam results.
_ The University Council, after consulting the college councils, sets the rules governing the results of exams for the various courses.
_ At the end of the exam session, the president of the university may form scientific committees based on the proposal of the competent dean of the college, to study samples of examination papers from various specializations in order to assess the student’s performance and to determine the methods of evaluating this performance and to provide appropriate educational suggestions.
_ No student shall enter the examination hall after the questions have been distributed.
The student is not allowed to accompany him in the exam hall or any means of communication or anything related to the course or a paper, even if it is free of writing, except for what the dean allows at the request of the professor, and the answer must be written on the paper provided by the college.
_ Students are prohibited from speaking during the exam or doing any action that violates the exam system. In the event of a violation, the head of the hall warns the violating student, and if the student repeats the violation, he is expelled from the exam hall and his exam is considered null in the course in which the violation was committed and given a score of zero.
_ Every student who finds something related to the course leaves the examination hall and his examination is considered null in the course in which the violation was committed and referred to the Disciplinary Committee. The head of the hall may search the student or order that he be searched if strong evidence is found that calls for suspicion that the student has something related to the course subject of the exam.
_ Every student who attempts to cheat in any way whatsoever or who is caught cheating in the exam is left out of the exam hall, and his exam is considered null in the course in which the violation was committed and is referred to the Disciplinary Committee.
_ The student is punished with dismissal from the university if it is proven that he impersonated another person with the intention of taking the exam on his behalf, as well as the student who entered a person in his place for this purpose, and each of them is referred to the judiciary.
_ The student is removed from the examination hall in the previous cases by the dean, his representative, or the head of the hall.
In all cases, a seizure of the accident is organized and submitted to the dean of the college.
_ The course instructor sets the questions for the written exams, provided that they are comprehensive for all parts of the course, multiple and proportional to the exam period, and the dean of the college and the head of the department have the right to review them.
The College Council, based on a proposal, determines the duration of the written examination for each course, and that is at the beginning of the academic year.
Article (15):
The successful student in all the courses of the study plan applied to him in the degree of the university degree submitted to him is granted a certificate signed by the dean of the college and the president of the university, and the university council determines the model of this certificate based on the proposal of the university council.
The successful student in all the courses of the study plan applied to him is given the graduation document signed by the dean of the college or his representative. Students or graduates of the college certified by its records, including any of the data mentioned in these records, in accordance with the relevant instructions.
_ The student shall not deliver the license certificate or any document or attestation unless he highlights what indicates his acquittal towards all the concerned authorities in the university.
Article (16):
The University Council sets the provisions governing the transfer from the academic year in which he is registered to the next academic year in accordance with the approved academic system.

Article (17):

Every violation of university laws and regulations requires a violation, in particular:
_ Acts that violate the regulations of colleges and university facilities.
Cheating in the exam, attempting to take it, participating in it, facilitating it, or violating the exam system.
_ Acts that violate public morals and good conduct and behavior inside or outside the university, which harm the reputation of the university.
_ Abuse of university premises or damage or destruction of equipment or materials.
Disciplinary penalties are as follows:
Verbal alert.
Written notice.
_ Alarm.
Depriving the student from taking the exam in one or more courses in one exam session.
_ Denial of the exam in one exam session.
Dismissal from college for more than three months.
_ Final semester of college.
Final semester from the university.
_ The penalty is intensified in the event of a repetition of the violation, and the decisions issued for disciplinary penalties are preserved, except for the oral and written warning in the student’s file.
Article (18):
Penalties are imposed by:
A- Chairman of the Board of Directors.
b- Dean of the college.
C – The president of the university after consulting the dean of the college.
d- The University Council based on the proposal of the Disciplinary Committee.
In all cases, the penalty shall not be carried out except after the approval of the University Council.
Article (19):
Sulaiman International University works in an open, virtual and traditional way of education in a narrow way and within the available capabilities and in accordance with international quality standards and is subject to the regulations and regulations in which the ministries of higher education and scientific research work in similar international universities, within the branches and specializations to which the open and virtual education programs can be applied, As for the scientific disciplines that require laboratories and research centers, their programs remain within the traditional education system.
Article (20):
Postgraduate Program
The university allowed students to complete their higher studies in the master’s and doctoral stages according to the conditions stipulated within the approved global regulations. In the master’s program, it approved the study of 33 credit hours distributed between research courses offered in the first year and a scientific research thesis submitted in the second year.
As for the doctoral program, it was decided in it three semesters to study research courses for the doctorate in addition to three semesters to complete the doctoral thesis, which is one of the complements of the program until the researcher obtains the rights and privileges of this degree. To complete this degree, it was decided that the student achieve 54 credit hours distributed between Research courses and thesis.

Academic promotion instructions and conditions at Sulaiman International University are as follows:

Request for promotion to the rank of (teacher)

Paragraph A: In order for a doctoral degree holder to be appointed as a teacher for confirmation, he must submit a refereed research, and that one year has passed since he obtained his doctorate.

Request for promotion to the rank of (Assistant Professor)

Paragraph B: The promotion from the rank of teacher to assistant professor requires the lapse of one year after being confirmed in the rank of teacher, and submitting two refereed papers and a research paper in an international conference, as well as obtaining a certificate of participation in one of the scientific committees or the preparatory committees for an international conference.

Request for promotion to the rank of (Associate Professor)

Paragraph C: Promotion from the rank of assistant professor to associate professor requires the lapse of three years after being confirmed at the rank of assistant professor, submitting three refereed research papers and a research paper in an international conference, as well as obtaining a certificate of participation in one of the scientific committees or preparatory committees for an international conference, and that He has prepared a course in his name.

Request for promotion to the rank of (Professor)

Paragraph d: Promotion from the rank of associate professor to the rank of professor requires a period of five years after being confirmed with the rank of associate professor, submitting four refereed scientific papers, and submitting three research papers at an international conference, in addition to his participation in one of the scientific committees or the preparatory committees for an international conference. And that he has prepared two courses in his name.

Request for promotion to the rank of (higher education professor)

Paragraph E: Promotion from the rank of professor to a professor of higher education. He must have spent five years at the rank of professor and performed a distinguished and distinguished work, or assumed the position of a university president or one of the university’s vice presidents with the rank of professor for a period of no less than three years in his administrative position.

Paragraph F: A professor from outside the university wishing to be promoted from Soliman International University must hold a fellowship rank at the university for a period of not less than one academic year without interruption upon each academic promotion, in his name and the scientific capacity he obtained previously.

The recommendations and decisions issued by the Board of Directors and the Presidency of the University are part of this bylaw.
