The Office of Accounts and Budget shall carry out the following tasks and responsibilities:
Executing all accounting leaders according to the guide set for all university accounts, recording them in approved books and records, and making trial balances and reconciliations on time.
Supervising the annual inventory work, evaluating the university’s assets, making comparisons between book balances and actual balances, showing differences, and taking the necessary settlements and legal procedures in this regard.
Closing the final accounts of the university, preparing the balance sheet in accordance with generally accepted accounting principles, participating in preparing responses, clarifications and analyzes regarding budget items and accounts, and following up the completion of procedures for checking and approving them by the competent authorities.
Preparing payrolls for all employees and employees of the university from the attendance and departure records, and working to pay them within the specified dates and places, after making any disciplinary or tax deductions, or for the benefit of the Social Security Fund and other public bodies, in accordance with the legislation and instructions issued, and on dates that ensure that the university is not exposed to any Late fines or legal liability of any kind.
Preparing payment vouchers and taking the necessary accounting procedures to complete disbursement procedures for the needs of the university and fulfilling its other financial obligations to beneficiaries in the specified dates and in accordance with the items of the approved estimated budget, after ensuring that they are approved and that the required documents are fulfilled, in a way that ensures that the university will not be charged with any fines or additional expenses.
Preparing the draft annual estimated budget in accordance with the policy established for the university for all aspects of its activities such as rates of implementation, manufacturing, operation, maintenance and services, following up on its items after its approval, preparing reports and statistics on the rate of implementation of its items, reporting any deviation in the volume of expenditures and disbursements, and proposing appropriate solutions.
Maintaining the prescribed accounting and statistical book group, the daily book, the budget inventory, and the fixed assets register, and proving and recording in it all financial transactions in accordance with what is required by the legislation and generally accepted accounting systems, and extracting from it data and indicators that help in rationalizing decisions.
Carrying out other work assigned to him, or related to the general accounts and budget.
